Every year Medicare recipients have a period of time where they can change their Medicare Part D and prescription drug plan or enroll in their first Medicare Part D plan, which is called “Open Enrollment Period.” According to Health & Human Services:

October 15 to December 7 of each year - Starting for plan year 2012, the Annual Coordinated Election Period has been moved up -

Prior to the ‘Open Enrollment’ period HHS mails out to millions of Medicare eligible seniors an official Medicare Handbook like the one in the below image.

With the earlier ‘open enrollment’ dates for 2013 the  above HHS publication is arriving in the mailboxes of millions of Seniors approximate two weeks before early voting starts in Florida (early Voting starts Oct 27, 2012 and ends November 3, 2012 in Florida) as well as right when absentee ballots became available for mailing out by Supervisors of Elections on October 2, 2012.
